Differences between Russia, Kazakhstan and Belarus

Russia

  • Extremely bureaucratic
  • Most complicated customs legislation
  • Too many rules & regulations
  • Permanent changes in legislation
  • Variety of administration practices
  • Permanent administrative pressure on business
  • AEO legislation package is not finalized, business is concerned
  • Electronic declaration now – 68% 2014 100%
  • Concept in process: reorganized 13 customs and closed 138 customs posts
  • To be closed in 2011 – 9 customs and 40 customs posts. -> 1,5-2% increase of brokerage rates -> 15-20% transportation costs -> 15- 30% inventory stocks

Kazakhstan:

  • More liberal customs legislation
  • Business feels more comfortable
  • Electronic declaration is not developed yet

Belarus:

  • Not corrupted (at the customs)
  • The most efficient customs clearance process in CU (customs union)
  • AEO Works
  • Electronic declaration now: 95% export, 35% import, 2013 100%
  • Lack of experience in technological equipment, importation in charter fund
