Conditions for succesful customs clearance

Export to Russia can be a burden for most companies. This checklist below wil helps you to not forget anything anymore!

1. Invoice, packing list, waybill
2. Copy sales contract with specification related to the shipment
3. Passport of transaction (currency control)
4. Shipping invoice and packing list translated into Russian
5. Documented proof for calculation of the goods customs value (freight invoice, insurance certificate)
6. POA (Power of Attorney) authorization for a brokerage specialist or a representative company performing customs clearance.
7. Non tariff requirements: Certificates (Gost/ declaration/ TR, phytosanitary, quarantine, fire safety, etc)
8. Sufficient technical description to:
Correctly identify/ confirm item HS code, purpose / area of usage, material made of/ chemical composition

New accreditation of SERCONS

SERCONS was accredited by Rosstandart for the right to approve conformity to technical regulation “on security devices, operating on gaseous fuels”.

The standart was adopted by the Goverment of the Russian Federation 11.02.2010, and started functioning at the beginning of this year.

Such devices must go through the procedure of identification in the accredited certification body.

Form of conformity may be the declaration or mandatory certificate of registration, depending on the type of product

The uniform national accreditation system is created in Russia

On January 24th, 2011 the president of Russia “Dmitry Medvedev” has confirmed the single National Accreditation system. The decree will come into force in the beginning of 2012.

National Accreditation system will be the organization of general National Accreditation system responsible for control over activity of the accredited persons.

The control over National Accreditation system will be performed by Ministry of Economic Development and Trade of Russian Federation. The federal agency of accreditation will develop and implement a state policy in the sphere of technical regulation.

Also agency will accredit certification bodies, test laboratories, separate experts, etc.

Sercons enters in the Customs union register

Sercons has been officially included in the Uniform register of certification bodies and test centers of customs union, according to the decision Number 524, accepted by the customs union commision.

Explanations for Technical Regulations

The federal agency of technical regulation and metrology has published the letter which explains the procedure of application Technical regulations about safety of the low-voltage equipmen. The document will start to operate in December, 2010.

The letter was prepared, because of numerous references from professional associations of European business, such as Associations of manufacturers and the trading companies of electro household and computer techniques and other interested parties.
These documents contain:

scope of new technical regulations;

the object of regulation, according to technical regulations;

Requirements to production marks;

The country-manufacturer.

Acknowledgement of conformity of the low-voltage equipment according to technical regulations is declaring. Certificates of conformity which have been given out before coming into force ТR, will operate before the termination of the term.

But the declarations accepted for this production also till the moment of coming into force of technical regulations, will be considered not as the valid.

In this connection Rostehregulirovanie recommends to foreign suppliers of the low-voltage equipment, for production which release is planned for the period after coming into force ТР, to begin preparation for declaring on conformity in advance.

Accreditation for Sercons for the new Technical Regulations

SERCONS has got the right to certificate goods on conformity to technical regulations «About safety of machines and the equipment»

Certification body, who consists in a group of companies SERCONS (such as «SERCONS» and «PROMMASHTEST») have successfully overcome the procedure “before” accreditation on the right to conduct confirmation of conformity of goods to requirements of the new technical regulation «About safety of machines and the equipment». The new document has been confirmed by 15.09.2010 governmental order of the Russian Federation №753. The technical regulations have entered force the day before – on September, 25th.

So the level of safety and qualities of all machine-building equipment will prove to be true now in the form of registration of the certificate or the declaration of the new form on conformity to requirements new ТР.
